Latin name: Artemisia dracunculus var. sativa. Also known as true tarragon (not Russian or Mexican as those are different, less flavorful variants). Plant 18-24" apart in full sun in rich, well-drained soil. Grows 2-3' in height and 2' wide. Herbaceous perennial.
